Biological Threats and Biodefense: The Overlooked Domain of Security

Biological threats, whether natural pandemics, accidental releases, or deliberate attacks, represent one of the most asymmetric and potentially devastating categories of security risk. The COVID-19 pandemic demonstrated the catastrophic potential of biological events, killing millions and inflicting trillions in economic damage while revealing the inadequacy of global biosecurity preparedness.

The dual-use nature of biotechnology creates unique challenges. Advances in synthetic biology, gene editing with CRISPR-Cas9, and AI-driven protein design enable beneficial medical breakthroughs but also lower the barriers to creating dangerous pathogens. The same tools that can design targeted cancer therapies can theoretically be used to engineer novel bioweapons. The democratization of biotechnology means that capabilities once restricted to state programs are increasingly accessible to smaller groups.

State-level bioweapons concerns persist despite the Biological Weapons Convention. Russia's Novichok nerve agent attacks in the UK demonstrated willingness to use chemical/biological agents for targeted assassination. Allegations of Chinese research at the Wuhan Institute of Virology, regardless of their validity regarding COVID-19 origins, highlighted the security implications of advanced virology research. North Korea is believed to maintain biological weapons capabilities.

Biodefense requires integration across military, public health, and intelligence domains. The United States has invested in next-generation medical countermeasures, early warning surveillance systems, and decontamination capabilities. However, the speed at which new biological threats can emerge and spread far exceeds the ability of traditional defense and public health systems to respond. Addressing biological threats requires international cooperation that the current geopolitical climate makes difficult to achieve.
