Serbia operates the HQ-17A Chinese short-range air defense system as the point defense and maneuver force protection layer of its integrated Chinese air defense network, complementing the longer-range FK-3. The HQ-17A is a Chinese derivative of the Russian Tor-M1/Tor-M2 architecture, featuring vertical launch missiles in a turret-mounted launcher on a wheeled combat vehicle. Engagement range of 12-15 km and altitude coverage to 10 km makes it effective against helicopters, low-flying aircraft, cruise missiles, and the ubiquitous drone threats increasingly prevalent in regional conflicts. The system's high mobility allows rapid repositioning between protected sites. Serbia's procurement of both FK-3 and HQ-17A creates an integrated Chinese air defense architecture covering short-range point defense through medium-range area defense — a comprehensive investment driven by post-1999 determination to resist future air attack. The system has no connectivity with Serbian radar networks of Soviet origin or the incoming French Rafale fleet, reflecting the fragmented nature of Serbian procurement strategy.
